Since upgrading to the latest version from 0.5.9 deluge sometimes at random decides to ignore the Global Upload speed limit and makes browsing impossible while seeding since my upload bandwidth is really low.
In my case the limit is set at 10Kb/s and sometimes when browsing starts to become unresponsive i check deluge is uploading at something like 25Kb/s completely clogging the upload stream.
My OS is windows XP
edit: i have narrowed down the problem, my computer is not connectable so i use a little application to forward connections to my computer and those connections seem to be the ones that do not respect the upload limit. Does deluge ignore the limits when connecting to LAN machines or something like that?

By default, yes.
