No DHT file to resume, permission denied

I used deluge in ubuntu hardy quite long ago.
There are no prob until now.
When i start the program in terminal it shows me as below:

Initialising plugin FlexRSS
Initialising plugin DesiredRatio
Initialising plugin WebSeed
Initialising plugin TorrentFiles
Initialising plugin MoveTorrent
Applying preferences
Starting DHT...
No DHT file to resume
terminate called after throwing an instance of 'asio::system_error'
what(): Permission denied
Aborted

What should i do so that i can open the application without using root?

I think that's an error that happens when you have something else assigned the same port to deluge.
