If you don't download all the files in a torrent, when they are downloaded, deluge will say the download was "Finished", it won't mark the torrent as "Seeding", I think.

torrents in question were full downloads, not simply a few files selected from the torrent.

Maybe it seeded up to or past your share ratio setting while you were downloading. Once it finished downloading it didn't need to seed anymore since it already met it's share ratio.

The ratio doesn't working to me. It would be nice a new menu option: "seed infinitely".

finished is the message you get when you are only seeding the parts of the torrent you have.
even if you downloaded all the files yet it's still saying finished , it's still uploading to others so it's not such a big bug.
so I doubt it will get fixed seeing the attention is on the RCs at the moment.
