No plugins

I have downloaded Deluge 0.9.03 from this site (Ubuntu Hardy x86_64), but it have only 3 plugins:

I need to create a new torrent, but there is not essential plugin. Can I download plugins from anywhere?

it's a release candidate which means that the majority of plugins haven't been ported - you can either wait for a port or use 0.5.9.3 which has a create torrent plugin.
