how would you go about setting deluge to keep the total down speed more than the total up speed?

i notice that when i set up and down speeds to unlimited it sometimes uploads up to twice what i'm downloading. if i cap the uploads at something like 30k my downspeed increases dramatically. i don't want all my bandwidth to go to uploading when i leave it alone but i also don't want to have to fiddle with the speeds constantly.

in short, how can i set the upload limit to (downspeed minus ~10k/sec.)? i want to upload as much as possible but also get my download speeds up

Have the upload speed limit set to close to your limit and not unlimited.
