If you are looking for a compatible legacy version of geoip.dat to have up-to-date IPv4 country flags in your Peer's tab, I maintain a site where you can find MaxMind sourced GeoIP data (IPv4 only currently) of the GeoIP.dat file at the following link.

https://geo.el0.org
(Available in both .dat and .gz formats)

Simply replace the GeoIP.dat file in your Deluge folder.

Currently sourcing/used officially during CI and updated periodically in builds of the following Docker Containers:
