Deluge suddenly does not download

Nothing on my setup has changed.

Windows 10
Deluge 2.2.0

• no incoming interface
  incoming port set to whatever VPN says it is
  no outgoing interface or ports set
  UPnP, NAT-PMP, peer exchange, DHT, LSD selected

Proton VPN

• App version 4.4.1
  VPN Plus
  Secure core
  Smart protocol
  NetShield on
  Port forwarding off (doesn't matter if it's on)
  Split tunnel off

AT&T BGW210 - UPnP on, port forwarding on
Archer AX6000 - UPnP on, port forwarding on

When Deluge starts, my downloads begin running, but then stop. As far as I know, nothing has updated or changed in any of my settings. I have never been able to properly seed, I gave up trying. I thought this was the fault of the AT&T modem/router. I know I'm missing some important questions here.
