Does deluge support socks5 proxy with all udp and tcp? I use socks5 for speed. It cost 1 5th of wireguard price.

There is proxy support; however, port forwarding (which is needed for torrent seeding) is not traditionally supported by any SOCKS5 implementations I'm aware of, and it's definitely not supported by a SOCKS5 Proxy that you get online to replace a VPN.
The ideal protocol for VPN-type protection is WireGuard with port forwarding, and ideally with a dedicated IP as well. You can set up a VPS in a nearby region that doesn't have anti-P2P terms and install WireGuard yourself, or purchase a subscription (now being a great time during the holidays for deals) VPN provider that supports port forwarding, such as TorGuard, PrivateInternetAccess (PIA), or ProtonVPN, for a relatively cheap monthly rate.
You will achieve many times the speed you would using libtorrent's relatively weak proxy implementation, which is more designed for HTTP announces than for the transfers that occur during a download. You won't be seeding/uploading much of anything with that SOCKS proxy implementation. There is also a high likelihood of exposing your IP address via SOCKS proxying with libtorrent (which Deluge uses, as I'm sure you know), compared to a traditional VPN with OpenVPN or WireGuard (the latter being superior), as it's technology that was initially introduced in 1992, versus OpenVPN in 2001 and WireGuard in 2015.
I can't tell you what to do, but I think you should be aware of what you're sacrificing and what you should expect.

I don't use proxy for privacy. My country doesn't care about piracy (also ISP). Most of the ISP in my country use some local internet exchange which is from 1gbps to many more. But raw internet speed (as they advertise) is kind of slow. But some people buy 10 gbps or more (raw speed) vps [they serve themselves too] and resale it at cheap monthy bill at 100mbps-1gbps speed. Which can be 10x. As they sell it to many customers and only 10% consume 80% they pay for, they made a good profit. They also sell wireguard for more 5x to 10x price (They advertise as gaming plan). These are very popular in my country and isp don't care as they should. But problem is I cant find a good socks5 client. They recomend proxyfire and I use gnu/linux. I saw theme torrenting with proxyfire and socks5. But most of them doenst support udp and cant resolv udp tracker and dht. But socks5 work if I copy ip when without proxy and paste when proxy on. Direct peer work I guse. I did not tried deluge yet becuase after compiling qt6 gtk4 for other client and having no good result i am tired.

As I said, SOCKS5 and the "Proxy" settings in Deluge will degrade your speeds, not improve them, particularly due to the lack of port forwarding (seeding). There are real VPN programs that will accomplish this on the newer protocols and enable you actually to use Deluge fully and at unimpeded speeds.
It's up to you, but I would avoid SOCKS proxying for any torrent client.

Well, I settled on Project-S Sing-box. It’s a very good program that gets the job done and more [though it can feel heavy or bloated for some users]. If anyone has the same kind of problem, I recommend using Sing-box.
Regarding system proxy support, Deluge performs better than qBittorrent, Tixati, etc. However, BitComet is even better [though only with proper SOCKS5 support; unfortunately, the Linux version of BitComet doesn’t support proxies]. Transmission also doesn’t seem to have proxy support [or at least I couldn’t find it].
If anyone wonders which free torrent client has the best SOCKS5 proxy support, I would probably say Deluge [don’t judge my words if it doesn’t work for you — judge libtorrent].

All of the clients' SOCKS support, and the vast majority of every other proxying daemon/server/whatever - like dante and proxifier, do not support incoming connections.
I've said this twice now, and I will repeat it. You will not be connectable, you will not be seeding anywhere near what you're capable of, and if you are found to be permanently unconnectable by staff, there can be some issues.
If you're just on public trackers, then do whatever though.

Well I Am just settle everything. Before I open the forum I tried serching everywhere about deluge support of socks5. Some people may dont want seeding or they want it not the problem. I wanted mark as solved but this not a solved problem and not conneceted to what I want. But made a short review so some have the same problem can search and find solution. There are more people like for sure. It should be mark as unsolved. But some people may want something other than deluge socks5 support. You go to forum like this you will after 2 3 year one user says, "Bro, sorry for disturb. But what solution you get at last? or was it worked?" You can judge me with what ever word you have. Thanks for you time.

SSH does support port forwarding with the GatewayPorts configuration set to yes server-side, so we have at least one very good working port forwarding solution. Is this a misunderstanding regarding the term "port forwarding"?

Socks5 does not let incoming connections in most situations/implementations and because of this torrenting is unconnectable and you also miss out on connecting to certain seeds.
