Having issues with ports cant figure it out

It seems this has become tough to get running on windows 11, on 10 i never had to do anything but install fix my settings and run it, now im having this port issue and the interface is changing more and more, can someone walk me through the setup process far as what to check and so on and so forth? i would appreciate it, i forgot to mention im using norton 360 for gamers as firewall
