Okay, so this is a weird problem, which has been somewhat maddening, and very unpredictable. Every time I restart deluge (which I am unfortunately doing a lot, due to another issue which I think best to put in a separate thread), but every time it comes back up, SOME of the torrents LOSE their progress!
Ones which had previously finished now go back to some random percentage and start RE-DOWNLOADING. If I notice and click on them and select "force re-check", they DO re-check and then are properly at 100%. Others which are not done do the same thing, just (seemingly) randomly loosing some amount of completion, like going from 80-something to 20-something, but it varies widely .
I have deluge configured in a docker container, on a headless server, which took me forever to finally get working.

Do you still have a state file? That should keep up your state. Also, what version of Deluge are you using? As you are using a docker container, could you experiment with different versions of deluge?
If i am not mistaken, what i have experienced in the past when something like this occurs is if deluged did not correctly shutdown. So can you also experiment with shutting down deluged the correct way with
