Deluge won't download when seeding many torrents

Hi,
I have Deluge set up on a Raspberry Pi 4, 4GB. I have about 600 torrents in there, seeding.

The problem I am having is if Deluge is seeding ~200 torrents or more (not actually uploading anything just being available to seed), then new torrents won't be downloaded. Deluge will say it's downloading them and the speed will be a few kb/s, but I don't think it's actually connecting to any seeds.

The moment I drop my max seeding queue to 100, the downloading torrents will kick into action and max my connection at 25mbit/s.

Ideally I want to be able to seed all torrents 24/7, and still be able to add new downloads.

Any idea what causes this? I'm assuming it's some max connections setting, but I have that on -1. I have been playing around with ltConfig settings but nothing seems to fix it.

For anyone having this same problem, setting the Active Torrents, Total setting from -1 to like 400 solved this.
