moving all torrents to a different userid and folder

I am being kicked out of root level access to a Docker setup I was using.

In the new image I will not get root login, so I must change both the torrent folder locations and the userid used to run deluge.

I made a dry run of it but it didn't work at all. I think maybe the torrent.* files got in my way (torrent.faststart and state)

do I need to manually delete the torrent.* files and as the new user re-add all the ones in the old user's state folder manually?

I can't get the original *.torrent files - will the *.torrent files in the state folder be useable for this?

Create new folder structure before the migration - use links or chroot if necessary, move torrents into to it and give permissions to a new user. This way migration itself would be trivial.
