I don't use public torrents and I prefer avoiding any connections if I accidentally add one. Does turning off UPnP, NAT-PMP, PEX, LSD, DHT in the network settings help significantly?
The best option would be to reject all torrents which lack the private flag.

Those options wouldn't really help much, except dht off, which would disable magnets(often used on public trackers) if they don't have any optional &tr= definitions, though many/most do however, but you could just disable your OS/browser magnet associations instead for that.
Sorry don't know of how to achieve your request. I don't know, but maybe the labelplus plugin supports adding torrents from specific label to be added in paused mode? That would help atleast, and then to setup auto-labeling for your private trackers to be added in non-paused mode, and all others trackers in paused, but again, don't know if even a possible setting there, sorry, as don't use it.

I've indeed "unassociated" magnet links in Firefox settings.
Adding torrent as "paused" ("stopped" is a more strict definition at least in rTorrent) doesn't necessarily disable connections entirely, my IP should never appear in the swarm.
