deluge-console manage command

Is there a way I can manage individual torrents via deluge-console? Perhaps somebody could direct me to instructions on how to install this patch: http://dev.deluge-torrent.org/ticket/1858
If not is there any other similar or equivalent way to change settings on an individual torrent basis in deluge-console?
