Deluge keeps dropping DL speed, then bursts back again

Deluge keeps dropping the download speed to near nothing, then the hard drive seems to write for 10-15 seconds, then the speed jump right back up to where they were previously. Any idea why Deluge keeps dropping the speed back and forth? Does this have anything to do with caching?

Anybody?

According to my resource monitor in windows, every time this happens, this file starts going crazy:

AppData\Roaming\deluge\state\torrents.fastresume.temp

Any ideas what's happening?

Fastresume is for resuming the torrent and disk I/O is blocking so will adversely affect download/upload speed.

But why does this happen and is there anything I can do abut it? Utorrent doesn't act like this. Why is it resuming? It downloads fast for a few minutes then the speed drops to nothing, then repeats. What's happening to cause this? Can the HDD not keep up? Then why doesn't Utorrent have this issue?
