The FAQ does not explain the Options, How can I learn about them? Why, for ex. Is 'Maximum Download Speed" set at -1 and not -2 or +1?

For most of the options you can hover the mouse over them and get a more detailed description.

Thanks Shryp, besides wanting as many details as possible, including a possible ''how-to", your suggestion, unfortunately, does not work at all. Hovering my mouse shows absolutely nothing. I have version 1.3.11. BTW even right-clicking produces nothing except the download speed etc. whereby I could choose, ''paste'' and ''select all'' which to me seem useless. 'Paste' what--a number? and select all chooses the whole number.
Just to make sure we understand each other. When we open deluge at the bottom there are 5 tabs, Status, Details, Files, Peers and Options. It is this 'options' tab that I am referring to, which btw if no torrent is being used--remains grey.

Those are per torrent over rides for the global settings. The defaults for those settings can be changed in the main preferences sections. The label and labelplus plugins can also change them.
The max download/upload speed settings control how much bandwidth will be allocated to that torrent. The max connections is for how many people you will connect to. The max upload slots is for how many people you will upload too at once. -1 for these settings effectively disables them and allow your full global settings.
The auto managed checkbox basically controls the queue settings. If you uncheck it is is basically a force start that makes it run regardless.
After changing something on that tab you have to click apply.
