Deluge seeds torrents with no peers

Hello,
It looks like to me that Deluge handles seedable torrents pretty bad.
I have 39 torrents to seed, 9 is being seeded, 30 are in the queue.
Although there are still other torrents that have peers, Deluge keeps 4 torrents in the seed list with 0 peers.
Why keep torrents in the seed list with absolutely no chance of uploading while there are other torrents that might?
Is there a way to manual edit the seed/queue list?

Deluge has big issues with seeding period compared to other apps.
