New torrents dissapearing after deluge restart

I recently upgraded my deluged install from 1.3.3 to 1.3.11 and since then (or at least as far as I know since then) new torrents I add disappear after I restart the daemon. To clarify, torrents that were present before the upgrade are still there and don't disappear, only new torrents.

My libtorrent version is still 0.15.10.0 (as far as I know this has not been upgraded). I upgraded using the PPA repository and I am using Raspbian (debian variant) on a raspberry pi. As far as I can tell, the only other difference I have noticed is that using the top command which shows processes, there is no longer a deluged process present as there was previously. There is a demanding process called /usr/bin/python which wasn't present before and I am fairly certain represents deluged. The process is still running under my user as before, and the /home/user/.config/deluge/state folder still belongs to that user.
