[BUG] Logs get overwritten on each (re)start

I'm running Deluge 1.3.11 from the PPA provided on this site on Ubuntu 14.04 (Trusty). Everytime deluged or deluge-web is (re)started it writes over the content of its respective logfile without backing it up first. This is not the behavior the user expects, especially since the user guide suggest using logrotate to rotate old log files. As it stands, this is completely pointless since the log file gets overwritten before logrotate ever has a chance to rotate it. The usual behavior is to append to the logs rather than write over them. Please fix this ASAP.
