[Bug] Deluge doesn't respect speed limit windows tray

Most of the times I set upload or download limit through the tray icon (right mouse button click over it) they just stay like they are.

I'm using windows 7 x64 sp1.

If you also right click on the submenu speed item it should work however I will fix this for the next release.

oh, I had no idea it was working with right mouse button, anyway for windows left mouse button makes more sence.
