Sometimes great speed sometimes not...

My ISP Provider uses Traffic Shaping.I have a normal http download rate at 350 kb/s .
Thank god Deluge have great speeds cause of its encryption.but the first time using it i had 320 kb/s total download.But 2 days now i have 50.sometimes it goes up to 300 but not to often.The health of the torrents is super.so why the download rate goes down from time to time ??

the download rate depends heavily on the actual torrent rather than the client (althought that said, IMO deluge tends to be faster than other clients I've used).
things like good seeder/leecher ratio help with download speeds, but it comes down to how many seeders you are connected to and the available bandwidth of each of those seeders. So even if the ratio is super but all the seeders have low bandwidth then your download speed isn't going to be great.

For example about a torrent it sais 14(6520) that seed what does it mean? that i am connected with 14 only ??? do you think that my provider is traffic shaping my connection to be low ?

The first time opened deluge my speed was over 300 kb/s.The second day and after the speed limits to 35 aprox. 24(400) 16(416)
Is that a good seeding? do you think my ISP blocks me from gettings to many connections ?

Maybe. You'd better use encryption for your torrents, and "random port" at the network settings. Also, check your upload bandwidth limit. If you have set it to unlimited, and you drive it to the limit, your connection gets "flooded" and the d/l speed drops. My connection can upload at max~32 kbps, however when that happens the d/l speed drops dramatically. Nominal max u/l speed should be about 70-80% of max, but you should experiment with that.

14 (6520) seeders, means that out of 6520 seeders, you are only connected to 14.
This number is normally low when you start downloading but then normally goes up.
By default deluge has encryption enabled but you could try setting encryption to be "forced" in both directions, to see if that makes a difference.
Who is ur ISP? Are they known for limiting bittorrent downloads?
If you still occasionally get speeds of 320KB/s then I'm guessing ur not being shaped for bittorrent.
