Deluge is not connected to daemon

use:
OS: Ubuntu 10.04.02 x64
Deluge: 1.3.1

My problem:
Deluge is not connected to daemon, the program downloads but the list is empty:


startup from terminal:

Failure: twisted.internet.error.ConnectionRefusedError: Connection was refused by other side: 111: В соединении отказано. (Connection denied)

the problem can be solved by restarting the program for several times.

Deluged 1.3.1 running under ubuntu natty 11.04 64bits with custom kernel.
Deluge Gui 1.3.1 running under win 7 32bits.

Deluge Gui connects to daemon but download list & stats is empty, cannot access preferences.
Deluge-Console on ubuntu shows that the daemon is downloading and torrent list is correct.

Restarting deluged solves the problem temporary.
