Is there a 'Trackers' tab I am missing or is it just not implemented?

How do you know which trackers are functioning?

There's an Edit Tracker button in the Options tab.
Not sure if that's what you're looking for.

is thera a plugin, so u can fast disable&enable some trackers separately?

( i mean the tracker managment like in kTorrent, its so nice there)

If I'm not mistaking, Deluge does not manage more than one tracker per torrent. That means that if you have a torrent that's using more than one tracker, Deluge will one use the tracker that's the first in the tracker list. Using the Edit Torrent option from the right click context menu you can modify the tracker order.
