Where is the auth file?!?!

I have been searching and searching, but everything I've found brings up dead links or information for linux. I need to set a user name and password for deluge on my windows server so I can connect with my other pcs and download straight to the server, but can NOT find the auth file. Can somebody PLEASE tell me where!?!?!

Using Deluge 1.3.0-rc1 on a Windows Home server with service pack 2.
