I have been running 1.4 for the last year or so. My download rate varied between 100 kb and 440 kb depending on whether I was downloading old movies or recent TV shows. I have just installed 2.0 and my download rate has varied from 10 kb to 15 kb. Some of the torrents I am trying to download have over 4000 seeders.

Does anyone have any suggestions beside dumping WinXP or re installing 1.4 (which refuses to be re installed)

Deluge is currently 1.2.1, not 2.0. Are you referring to uTorrent, which recently went 2.0?
