YaRSS2: Add a delay between torrent feed downloads.

Hello,
I come from uTorrent and one function I used to use the is the ability to set the time delay between downloads of each torrent.
This would eliminate multiple downloads of the same torrent from happening. For example one a match happens a delay of x days automatically kicks in. During this period that feed is ignored.
