Is it possible for a plugin, to stop the torrent is the number of seeders is above a threshold?

Description and changelog of autoremoveplus plugin suggest that this is a possibility:

Features:

Select how many torrents are allowed at the same time.
Choose to remove or pause them based on multiple criteria age, seeders, seed time or ratio.

- Feature: Pause instead of remove torrents.

Note, if using deluge2, you need springjools fork here: https://github.com/springjools/deluge-a ... s/releases (Rename py3.8 part of filename to your python3 installed version, if different)
