Scheduler is not working

Hi,

I've installed deluge via official ppa and i'm at version 1.2.3 (libtorrent 0.14.10.0) on Ubuntu Lucid (10.4). I've enabled the scheduler plugin and configure it by placing yellow cards when i want upload to run slower. Everything seems ok, even the bottom statusbar shows a clock icon that if clicked brings me to the scheduler config menu. The fact is that is not slowing upload at all, it does nothing.

Any idea?
