which software to develop ?

Hi,
i would try to develop a module, and i have several problems with .glade extensions. I took glade on ubuntu but after have look at the files after saving it i understood why deluge didn't want to load it, the balise is not <interface> but <glade-interface>. Since i try to see where i can find an ide to develop the interface but i can"t find. It seems that the actual 'glade' on ubuntu is based on gtk3 but deluge is based on gtk2 if i remember correctly.
