Yes, it might. You could try setting it to -1 for unlimited.

Where is this feature please? It said it will be included in 0.6, but I cannot find it even in Deluge 1.3.9 (libtorrent 0.15.6.0). Maybe I am blind and stupid (and practising necromancy... sorry)

Preferences->Queue->"Do not count slow torrents"

_but_ I have found using this that the slow torrents are not always available to seed. How can I set seed/share/time rations for fast torrents and leave all slow/low seed torrents available?
