Problems with Bandwith preferences and order of torrents

When I change the Bandwidth preferences in Deluge they don't work correctly. I had my upload speed set to 5KB/s and it worked fine. Then when I changed it back to -1 in the preferences, the torrent I was seeding still stayed at 5KB/s even after I tried restarting Deluge and even restarting my computer. I eventually had to delete the config files for Deluge in my home holder to get it work. This has happened to me twice already.

Also, when I change the order of the torrents in Deluge, their order is not the same when I restart the program.

BTW, I'm running Deluge 0.5.1.1.
