Can the number of connections by IP be limited?

Sorry for my Google English.
I'm using Deluge 2.0.3 on Linux Mint 21. I wasn't limited on the number of upload slots until I noticed a lot of connections from the same IP downloading multiple files, thus overloading disk accesses.
Can the number of connections from the same IP be limited? At the moment I applied a limit of upload posts, but sometimes they are all from the same IP, I could block it, but it does not seem the most appropriate solution.
