I have used Deludge on my old PC but that one has to be replaced.
On my old PC the test active ports was successfull
i installeed the same version on the new pc
I entered the same port to connect but on the new pc I keep getting this error.
tried the portable version too
I can download but not upload/
I also tried pauzing kaspersky but that does not make a difference/
I already tried libtorrent .2.3.0
How to get this solved.

I also tried to copy the conten of %appdata% from the working PC to the new PC.
All old toorents show up no but no active port. THIs is driving me crazy:S
I tried switcing the VPN off at all and I get OK
I tried switsching VPN on again not OK
I triens a different port forwarding on the VPN
And again not OK
I also tried a hard routing in my modem where I add the IP of the PC and add internal and external port And also that does not work either
But the strange thing is that all other clients that I try have no connection problem.

I got to much frutrated by trying all solutions I found for this problem.
I give uo I switched to the free version of Vuze. that worked right after installing and entering the same port no.

Get late on this but as a piece of advise:
- Disable UPNP in Deluge settings and your router (Security recommendation anyway)
- Set your computer with a fix IP
- Configure a port forwarding on your router with ports >50000 and points it to the computer fixed IP. Example: 55444-55454 TCP and UDP
- Configure the incoming ports range in Deluge, outgoing can be random/default
- Create a rules in Windows Firewall to authorize this range
- check if Kaspersky manage firewall, it may needs change too
- With all configured, test with an open ports check tool (google it). You will find the active port in Deluge settings (one of the range you configured)

The firat 3 points are default actions for me. Alle my regulare devices haven a fixed IP in my network. And this that ar not to relevant connect to WAN and not to VPN. I wat to know my devices on the router;)

If wanting still persue this, then as shamael stated, what port deluge lists is using under "Active port:" and what you configured it as. There's a deluge or libtorrent issue for some, using port 0 instead of what's configured. The test function doesn't always work, so as shamael also stated, test manually from whatever online open port checker, testing IP of VPN and forwarded VPN port, though if worked on other PC, then should work here also however, just don't have deluge running at both PC's at same time, using same ports.
With a vpn, don't configure port-forwarding rules in router btw.
Enabling debug-logging as per FAQ on support section of main site, also could be helpful.
