What is "Availability" and why is it zero?

Right click column headers -> check Avail -> everything in the new column titled Avail is 0.000.

What is Availability and why is it always zero?

Availability also shows up on any given torrent on the Status tab.

It's roughly the number of seeds ( more accurately the number of full copies the client knows about, which may be distributed over 2 or more leeches) for a given torrent the client knows about. It's not always zero.

I believe you, but for my setup, it is zero every time I look.

For example, right now I'm seeding 72 and every one of them shows Avail == 0.000. When I posted the first message in this thread, I was seeding 297 and every one of them was 0.000.

I do occasionally see uploads occurring, but not often.

The assumption of ashmandias is right, this is the number of torrent pieces present by other peers during your download. Above 1, at least one peer has a full copy. But this value is only updated during your download of a torrent, the only moment it matters. When you get the torrent (status seeding) the value displayed in your client will be 0
