I cannot create new torrent and seed it

Hi,
I use deluge on my raspberry pi and access the gui in windows.
I am trying to create a new torrent and I can't get it to seed.

File>Create torrent
Either file/folder or remote (all produce the same result)
Options>set private + add to session
Every time I hit the "save" is created the torrent and tries to download it, never seed.
Why is that? how can i make it seed instead of download?

I'm using deluge 1.3.15
