Unspecified error on download

In the past, I've used Deluge on Windows 7 with no problems. Recently, I got a new Windows 10 laptop, and installed Deluge 1.3.15. When I try to add a torrent, it sits there for a second, with a status of "Downloading 0.00%", before it changes to "Error". If there's a way to find a more detailed error message specifying what exactly is wrong, I haven't been able to find it. I tried checking the port and disabling the Windows firewall, but this didn't change the behavior at all. Does anyone have an idea of what might cause this? It's practically impossible to find anything helpful by searching "deluge download error".
