Automatic queue management

Hi,
Is it possible to have Deluge automatically manage the queue based on download speed? I don't mind having slow downloading torrents at the top of the queue, but I have some torrents that are showing as "downloading" because they are at positions 2 and 3 in the queue but they aren't actually downloading and I would like other torrents to move up the queue automatically if they can.
I thought the auto-managed option might do this, but it doesn't appear to be.
I'm running v1.3.15 on Rasperry Pi OS
