Until that problem is fixed, there's a solution for those using deluge-gtk and struggling to keep the main window maximized:
• Set your main window to maximized state and DO NOT close the program.
• Open "~/.config/deluge/" in terminal and type "sudo chattr +i gtk3ui.conf" and hit enter. This will make the file uneditable thus preventing the main window from shrinking back to whatever default size it has been set. Now you can restart the program and see the effect for yourselves.
