Please do double check your port-forwarding settings and try to get that working. It isn't vital for downloads, but it does make it possible for other downloaders to connect to you. Consider it a public service
And also, if you are on a private tracker where it matters, it will dramatically improve your up/down ratio.

https://www.yougetsignal.com/tools/open-ports/ still says that the port is closed but Deluge is working now.
This may seem like a silly question but what information goes in the Outgoing interface box?

I've read about the GTK version but I don't know how to start it on my system.
It's up and running now I have to try adding the plugins I used in 1.3.15 to get everything working right.
