Backup currently seeding torrents

I want to backup the torrent files of all the ones currently seeding in deluge.

I checked the state folder in deluge's config and saw that there were 692 torrent files, but deluge is only showing 511. I want to copy it over to a fresh deluge with data of the 511 completed torrents that I'm seeding. Concerned that if i do it may begin downloading other torrents a second time.

Copy the whole .config/deluge folder to the new computer.

the number should match, no error of any kind in the GUI? (missing or else).
anyway you move all the 511 torrents display to a new folder with the Deluge GUI to first have a look to the remaining ones and sort it out.
Then as Shyrp said, stop Deluge and copy the .config/deluge folder to the new computer.
