Max Upload Connections

Hopefully someone can help me with this.

I've had this issue for awhile, but just recently became a bigger issue for me. Currently using Deluge 1.3.15. And no matter what I set it to, it only allows 12 torrents to be uploading at a given time. I have Max connections and Max Upload Spots set to unlimited (-1) and it still only allows 12. Anyone encountered this before or have any ideas?

What's your queue settings? (total active for example)
