I have the same problem, and I need to force recheck all torrents, which takes a lot of time and hard disk drive I/O.

Service restarted or server rebooted?
In the second case I faced the issue because the systemd services started prior the file system was ready. Adding a "Requires=" dependency to the service solved the problem

Check the https://dev.deluge-torrent.org/wiki/Use ... ce/systemd under "Start deluged only if mount exists"
