Remote Access Not Available

Hey Guys and Gals,
When I first installed deluge i decided to use the webui as my primary access. Recently, my torrents have exceeded 2,000+ seeding. As you know, the WebUI doesn't handle that many torrents very well. Generally it crashes. I decided to install deluge-console, and do remote access. However, that didn't go as planned.
I have 2 storage arrays that are nearly identical, except for hardware. Deluge is setup the same way, neither can use remote access..
I've stopped all the services, deluge, deluged, deluge-web, etc.. I've edited the auth file by adding my username:password:permissionslevel. Saved it, went to edit the core.conf via deluge-console, I can't access it because of an invalid password. deluge is installed and uses a passwordless user with no home directory. I used su to jump into root, and then down to deluge. From there, I could change settings, and it should be good, right? Wrong. I can't burn the OS, and start over. I have too many things setup, sonarr, radarr, lidarr, jackett, gitlab, glances, plex, zfs and more.
ufw is disabled.
deluge is a user in deluge group/skynet group.
OS: Ubuntu 16.04 64bit
