It doesn't download, stop after 5-10 sec

Hi everyone,

i don’t understand when i start Deluge it download but slowly, all of them they go down until stop totally, i need to retard the application to restart the download …. It works 5 – 10 sec again untill stop totally ...
I don't get it, i opened one port with Gufw and when i go in the setting and click on the button Test the port active it doesn’t show me an error

Im using Debian 9,4 with Deluge 1,3,13

What am i doing wrong ??

Does the user that Deluge is running as have write permission to the folder you are downloading to?

Perfect!! I don't understand i can't change the right of the folder where i want to put the files...
I can in root but i can't change the right. It stay always in root

You'll have to explain further exactly what is is you are trying to do - post the actual shell commands, and the output of ls -al for the folder you are working with.
