Entire Server grinds to a halt when Downloading

Hello,
This issue is really irking me. Have tried everything to get around it even to the point I completely re-installed Debian today.
Out of no where suddenly when I download Torrent/s they start no problem and fire up to a good speed then boom Deluge client freezes and loses connection.
I thought it was a client issue then noticed even my SSH connection will drop out, if I reconnect it drops out in less than 3 seconds.
This carries on until the Downloads are complete. It is fine when seeding.
I have tried turning the max connections down, Limiting to one torrent..
Nothing seems to fix it.
The Up and down speed are both in the 800-900Mbps range.
Any ideas what could have started to cause this?
