Inconsistant download speed

Hello,
I own a VPS server on which I have Debian 9 and Deluged installed.
(I also have an openvpn server and Apache)
I noticed that my download speed is rather insconsistent.
1-2 minutes after the torrent has started to download the speed drops to 1-2 MiB/s and I have to switch the port used (currently in the 51000-65000 range) in order to reach a good speed again (~20MiB/s).
I've talked about it with my VPS provider and they told me there is no filtering nor capping on the ports (which I'm still not convinced of).
Is this a known behaviour of Deluge or is this a known bug?
I haven't found anything on the forum and I honestly still think that the host of my VPS is capping the speed for the torrent content...
