Most torrents timeout

Hi, i have a problem, I have 831 torrents but all the time most (763) have a tracker timout message, I have tried to manually call the trackers with curl and they respond in good time, also, it sometimes works when i force an annonce on a single torrent, i am running deluge version 1.35 I have both upload and download capped at 80% of my limit, the problem is all the time and not just when uploading or downloading. Max connections is 100.
