I have had an intermittent problem for a while, and figured I'd see if anyone could shed some light on it.
Occasionally (maybe one in 10 torrents), I will have a torrent that downloads very slowly (1-15 kB/s), and has errors while downloading. It will download a bit, figure out there was something wrong with that downloaded chunk, throw it away and try again (so, for example, it will go from 10% to 15%, then go back to 10%)
If I remove the torrent, then re-add the exact same torrent, this problem goes away; it downloads quickly and without errors.
I am using flexget to add the torrents the first time (again, this only happens sometimes), and adding them manually through the web interface the next time

deluge version 1.3.5
libtorrent version 0.15.9.0
flexget version 1.0r3177
This is all running on a virtual private server running Ubuntu 10.04
kernel version 2.6.32-042stab059.7 SMP x86_64

There is a known libtorrent issue and I think your description of the problem relates to it.
