Local Peer Discovery

Hi guys am using Ubuntu 10.04.3 LTS . I had installed Deluge from software center and found it was 1.2.2 . So I added the Deluge Team PPA and updated it to 1.3.3 . The problem am facing now is that Deluge 1.3.3 doesn't recognize the local peers where as 1.2.2 used to connect to them at the instant the torrent . Now I have downgraded 1.2.2 . Is it a bug in 1.3.3 or do i need to change a setting ?
