deluged kills network performance

I'm running deluged 1.2.3 PPA on a headless Ubuntu server (Lucid RC). The server also functions as a NAT router for my home network. When deluged is downloading or seeding, network performance goes to hell. Browsing the internet on another PC is an exercise in frustration. My up/down limits are set very conservatively and DHT is disabled. Other than that, all my settings are the defaults. I used transmission-daemon at first and never experienced this problem. Has anybody else seen this?
